Vietnam continues to gradually expand its online “Pre-Arrival Information” (PAI) system.
The online service, available at prearrival.immigration.gov.vn, was introduced by the Immigration Department under Vietnam’s Ministry of Public Security. It allows foreign travelers to submit certain information in order to obtain a digital arrival card.
After Ho Chi Minh City and Phu Quoc, the portal now also covers flights arriving in Hanoi and Da Nang.
A service designed to streamline arrival in Vietnam
The pre-arrival declaration allows travelers to enter their personal details, travel information and certain details related to their stay online before going through immigration control.
According to Vietnamese authorities, the goal is to reduce the time spent on entry formalities upon arrival, particularly during peak travel periods. The portal then generates a QR code, which travelers can save on their phone or print and present to authorities if needed.
Noi Bai International Airport has also described the service as a way to make the arrival process smoother: “Foreign passengers arriving at Noi Bai International Airport can now save time at passport control!”
Vietnam’s Ministry of Public Security says travelers can submit their information online within three days before entering the country. It also notes that the system is designed to support arrival procedures, not to receive or process visa applications.
Four air entry points now covered
The portal was first rolled out for arrivals at Tan Son Nhat International Airport in Ho Chi Minh City on April 15, 2026. Vietnamese authorities later said the system would be gradually expanded to other international airports across the country.
A first expansion took place in early June, when arrivals in Phu Quoc were added. The “Pre-Arrival Information” (PAI) portal now covers two additional air entry points, with flights arriving in Hanoi and Da Nang also included.
Travelers can therefore use the service before arriving at four Vietnamese international airports: Ho Chi Minh City, Phu Quoc, Hanoi and Da Nang.
A procedure separate from Vietnam’s visa rules
This pre-arrival declaration does not replace Vietnam’s regular entry requirements.
Travelers should still check, depending on their nationality, length of stay and purpose of travel, whether they can enter Vietnam without a visa, whether they need a Vietnamese electronic visa (e-Visa), or whether another entry procedure applies.
This digital arrival card is used solely to submit travel information before arrival. Vietnamese authorities also stress that it is not a visa application or visa processing service.
