Liberia activates its electronic visa on arrival service

Since March 11, 2025, international travelers can apply for an electronic visa on arrival to visit Liberia. Visitors from 23 countries with Liberian embassies, including the US, the UK, France and Belgium, are not eligible for this new online process.

On March 11, the government of Liberia officially launched its new Visa on Arrival system, an initiative spearheaded by the Liberia Immigration Service (LIS).

This platform, in preparation since 2024, aims to modernize and simplify visa issuance for international travelers to Liberia by air.

A paperless process for greater efficiency

From now on, foreign travelers wishing to obtain a visa on arrival must apply online via the official Liberian immigration portal visaonarrival.lis.gov.lr before departure.

The process includes the following steps:

  • Create an account on the platform;
  • Scanning of personal documents (passport, passport photo and airline ticket);
  • Completion of an online form;
  • Online payment of the visa fee of US$102.5 (approx. €95);
  • Receipt of payment confirmation and approval document (PDF with printable QR code).

Please note that the confirmation document is not the final visa. Once at Monrovia-Roberts International Airport (ROB), travelers must present their confirmation to immigration officials for authentication.

The passenger’s biometric data (fingerprints and facial recognition) are then collected before the visa is affixed to the passport. The visa is issued for a single entry and is valid for 30 or 90 days. A Re-Entry Permit can be requested online for multiple entries into Liberia.

An initiative in line with the drive for digitalization

This project marks a major step forward in the modernization of Liberia’s immigration services. Until now, the country has issued manual visas only, since the creation of the LIS in 1956.

This digital transformation is part of President Joseph N. Boakai’s government’s drive to align administrative procedures with international standards in terms of ease of travel and security.

“We believe this initiative is crucial to Liberia’s digital transformation and modernization. By combining local expertise with global experience, we have created a secure and efficient system that not only improves border control, but also contributes to the growth of the country’s economy,” said Mr. Elijah F. Rufus, Acting Commissioner General of Liberia’s Immigration Services.

23 countries not eligible for the e-Visa on arrival for Liberia

Citizens of ECOWAS member countries are not affected by this new measure, due to the free movement agreements in force in the region. However, nationals of other countries must comply with this procedure to enter Liberian territory.

Please note, however, that residents of countries where there is a Liberian embassy cannot use this new online visa system and must contact that diplomatic mission to obtain their visa.

Liberia has embassies in the following 23 countries, whose residents are therefore not eligible for the e-Visa on arrival:
