Benin has issued an official clarification on health procedures for arriving travelers.
In an announcement published on September 16, 2026, the Ministry of Health shared a circular stating that vaccination certificates are not checked at the country’s borders.
The information also appears on Benin’s official e-Visa portal, which describes the policy as an easing of border health checks.
The timing warrants clarification. Although both announcements are dated September 16, 2026, Circular No. 0313, signed by Health Minister Benjamin Hounkpatin, is dated April 14, 2026. The announcements therefore publicize an earlier directive rather than introduce a new measure taking effect in September.
No vaccination certificate checks at entry points
The circular states that “no vaccination certificates, including those for yellow fever, are checked” at Benin’s entry points.
The ministry explicitly covers all three ways of entering the country: through the airport, the port, and land border crossings. The policy therefore extends beyond travelers arriving by air.
For visitors, the clarification specifically concerns checks of vaccination documents when entering Benin. The circular makes no distinction based on travelers’ nationality or the country they are arriving from.
Yellow fever vaccination is still recommended
The absence of certificate checks comes with a health reminder.
In the same circular, the ministry states that yellow fever vaccination remains recommended for all travelers, citing the International Health Regulations (2005).
The announcement thus distinguishes between border documentation checks and vaccination recommendations. It should not be taken to mean that protection against yellow fever is no longer relevant for a trip to Benin.
Travelers can take the relaxed documentation checks into account when preparing for their trip while reviewing their vaccination status with a healthcare professional before departure.
The policy remains subject to change
Benin’s authorities reserve the right to revise the measure in the event of a public health emergency of international concern. This provision appears in both the circular and the announcement on the e-Visa portal.
The circular does not specify an end date. However, a change in the public health situation could prompt Benin to adjust its border checks.
Travelers planning a trip should therefore consult announcements from the Ministry of Health and the official e-Visa portal for any updates to the policy.
VisasNews Take
The key clarification concerns vaccination certificate checks on arrival. Benin’s authorities confirm that these checks are not carried out at entry points, while continuing to recommend yellow fever vaccination. Travelers should keep that distinction in mind. The document’s date also matters: the circular was issued on April 14, 2026, although the announcements on the official pages reviewed are dated September 16.
