Haiti: iKat digital arrival and departure form mandatory since October 1, 2026

Since October 1, 2026, travelers entering or leaving Haiti have been required to complete the electronic iKat form. The digital form must be submitted within the three days before travel and applies to both Haitian nationals and foreign travelers, whether they are traveling by air, land, or sea.

The electronic iKat form is now mandatory for travel to and from Haiti.

In a circular dated September 22, 2026, Haiti’s Ministry of the Interior and Local Authorities (MICT) announced that, effective October 1, 2026, travelers “coming from or traveling abroad” must complete the form, both when entering and leaving the country.

The Directorate of Immigration and Emigration (DIE) is responsible for enforcing the new requirement.

Haitian authorities describe iKat as a single digital form allowing travelers to submit immigration, health, and customs information in advance, with the aim of streamlining checks at border control points.

iKat can be completed up to three days before travel

In its circular, the ministry states that the form must be completed on the official delidoc.gouv.ht/ikat portal “within the 72 hours preceding the time of travel.”

However, a test carried out by VisasNews on October 2, 2026, showed that the form’s calendar allowed travel dates of October 2, 3, 4, or 5, 2026 to be selected.

In practice, the platform therefore appears to operate on a same-day to D+3 calendar-day window, rather than on a strict rolling 72-hour basis.

Travelers can therefore begin the process three calendar days before their scheduled trip. Depending on the time the form is submitted and the actual departure or arrival time, the interval may slightly exceed 72 hours.

Required for both arrivals and departures

Unlike electronic arrival cards used only for entry into some countries, iKat must be completed both when entering Haiti and when leaving the country.

The Directorate of Immigration and Emigration says the requirement applies to all travelers, both Haitian and foreign nationals. A separate form must also be completed for each family member, including children.

The system is not limited to air travel. The portal provides three transportation options.

The DIE confirms that the form is intended for travelers using airports, seaports, and land border crossings.

What information does the iKat form require?

The iKat form is completed in four steps and brings together the main information required for immigration, customs, and health checks.

Travelers must provide their personal details and passport information, country of residence, and accommodation details in Haiti.

The form then requests travel information, including whether the traveler is arriving or departing, mode of transportation, travel date, country of departure, purpose and length of stay, carrier, flight number, and points of embarkation and disembarkation.

For air travel, the portal lists arrival airports including Port-au-Prince, Cap-Haïtien, Les Cayes, and Jacmel.

Available purposes of travel include tourism, work, business, study, and medical travel.

A third section covers the customs declaration. Travelers are asked whether they are carrying goods that must be declared, certain categories of regulated products, or cash or monetary instruments reaching the threshold set by the authorities.

The form also includes a health section, with questions about symptoms experienced during the previous seven days, countries visited or transited through during the previous 21 days, and emergency contact details.

The official portal confirms that iKat centralizes personal information, travel details, health information, and customs declarations.

Keep the QR code after submitting the form

Once the form has been completed, the traveler receives a QR code confirming that the information has been submitted.

According to the DIE’s official FAQ, the code may be requested during health and customs checks. It can be shown on a mobile device or as a printed copy and should be kept for both arrival and departure procedures.

The form can also be amended after submission. The portal includes a dedicated function allowing travelers to access their record using the form code and passport number.

iKat was announced in 2025 and rolled out in 2026

The iKat system itself is not new. Haiti had already introduced its digital embarkation and disembarkation card in 2025, with the aim of gradually replacing paper forms and centralizing traveler information.

The Directorate of Immigration and Emigration then launched iKat’s operational phase on March 12, 2026, before gradually expanding the system.

The project was developed with several Haitian government agencies, including the Haitian Institute of Statistics and Informatics, health authorities, customs, and the Ministry of Tourism. Officials also intend to use the digitized data to improve analysis of migration and traveler flows.

Since October 1, 2026, iKat is therefore no longer simply a system available to travelers: its use is now officially mandatory both when entering and leaving Haiti.
