Saudi Arabia continues to expand and diversify its visa options for international tourists.
Through its “Tourist Package Visa,” the kingdom is opening a new electronic visa pathway to citizens and passport holders from seven countries: Bangladesh, Egypt, India, Indonesia, Jordan, Mexico and Pakistan.
The list is currently confirmed by the official Visit Saudi tourism website, which states that the service is available to these travelers as part of the current rollout phase.
What sets the program apart is that travelers do not apply for the visa separately from their trip. Instead, the e-Visa application is directly tied to the purchase of a travel package from a participating provider.
A new e-Visa pathway for seven nationalities
One of the most significant aspects of the program is the group of travelers it targets.
Bangladesh, Egypt, India, Indonesia, Jordan, Mexico and Pakistan are not currently among the nationalities eligible for Saudi Arabia’s standard tourist e-Visa.
Passport holders from these seven countries therefore cannot use the regular online tourist e-Visa process based solely on their nationality.
The “Package Visa” now provides them with a specific way to obtain a tourist visa electronically, provided they book a travel package that meets the program’s requirements through one of the participating operators.
This does not mean, however, that every traveler from these countries previously had to apply for a visa through a Saudi embassy or consulate. Depending on their individual circumstances, some may qualify for other entry options offered by Saudi Arabia, particularly if they hold certain foreign visas or residence permits that meet the requirements set by Saudi authorities.
Pilot program officially launched in July 2026
Saudi Arabia officially announced the launch of the Tourist Package Visa pilot program on July 6, 2026.
According to the Saudi Press Agency (SPA), the kingdom’s official news agency, the initiative is led by the Ministry of Tourism, in cooperation with the ministries of Foreign Affairs and Interior, as well as the Insurance Authority.
The Saudi Ministry of Tourism also provides information on tourist visas and the different options available to international visitors, while Visit Saudi now outlines how the “Package Visa” works in practice.
The idea is to allow eligible travelers to book a package through a participating provider that combines transportation, accommodation and electronic visa issuance, with optional activities, events or tourism experiences added to the trip.
The program currently remains limited to selected markets. The list of eligible nationalities and the conditions offered may therefore evolve as the initiative expands.
Reserval, Almosafer and Webook offer the Package Visa
Visit Saudi’s official Package Visa page currently lists three participating providers: Reserval, Almosafer and Webook.com.
Eligible travelers can use Reserval to build their trip while incorporating the visa application directly into the booking process.
The program is also available through Almosafer. Travelers first book their flights and accommodation and, once the reservations are confirmed, can submit their visa application using the corresponding booking references.
Webook.com also provides details about its “Package Visa” offer, which combines flights, hotel accommodation, the tourist e-Visa and insurance, with the option to add events and experiences.
Processing procedures and timelines may vary by provider. Reserval says the e-Visa may be issued within 24 hours, while Webook indicates processing may take up to 48 hours.
In all cases, visa issuance remains subject to review and approval by the Saudi authorities.
At least a 4-star hotel and stays from 2 to 88 days
The conditions published by Almosafer provide a clearer picture of how the program currently works.
To qualify, the travel package must include a confirmed flight and accommodation at a hotel rated at least four stars.
Flight and hotel dates must match, and the trip must last between 2 and 88 days.
Bookings must also be made at least two days before departure.
Almosafer states that a single package can include up to 9 adults and 5 minors. Travelers under 18 must be linked to an adult included in the same booking.
Webook, for its part, describes the visa issued through the program as a single-entry visa tied to the dates of the booked trip.
A minimum package price of SAR 4,000 for the first two days
The “Package Visa” is not a standalone tourist visa product. Eligibility is directly tied to the value of the booked trip.
Under the conditions currently published by Almosafer, the minimum package value is SAR 4,000 per adult for the first two days, or about $1,070.
This includes SAR 3,597.79 in travel services, plus SAR 402.21 for the visa, insurance and application processing.
For stays longer than two days, the package must then include at least SAR 1,000 in additional value per adult for each extra day.
These amounts are therefore minimum booking thresholds, not simply the cost of the visa itself. The final price will depend on the selected flights, hotel, travel dates and any additional services.
Almosafer also warns that modifying or canceling reservations after the visa has been issued may affect its validity if the package no longer meets the required conditions.
The visa is directly tied to the trip booking
In practice, the process presented by Visit Saudi is fully integrated into the travel booking.
Travelers first select a package from one of the participating providers. They then submit their passport information and a photograph, complete the booking and payment, and their visa application is processed electronically.
Once approved, the tourist visa is issued electronically.
This differs from Saudi Arabia’s standard tourist e-Visa, under which eligible travelers apply directly online and can then arrange their trip independently.
With the “Package Visa,” the visa and the trip are connected: booking transportation and accommodation is an integral part of the visa process.

The kingdom now offers a standard tourist e-Visa to a wide range of nationalities, along with several other entry options depending on a traveler’s nationality and individual circumstances.
The “Package Visa” takes a different approach. Rather than immediately adding seven more countries to the standard e-Visa eligibility list, Saudi authorities are allowing their passport holders to use an electronic visa process tied to the purchase of a travel package from a participating provider.
The current phase will allow Saudi authorities to assess the model before potentially expanding it to additional nationalities or new providers.
